How can two research institutions initiate collaborations?

Well, there are many ways. One possible way that I observed today happened as follows. Someone in institution A who knew someone else in institution B initiated contact. Institution A then organized a very informal workshop in which researchers from both groups presented their work. The workshop ended with a casual lunch where researchers continued talking to each other.

This is quite serendipitous. Let’s see how it goes.
